Richard Tarney, President of the company will give us a presentation about 
protection from destructive static discharges into equipment.
Rich will hand out info, and speak from his 22 years in the business.

Lightning Experts manufacture the "Passive-Point Discharge" unit, 
which mounts on a tower and contains over 8,000 stainless steel points.  
It is designed to give low wind-load effect 

They also have products for static problems in the studio and control 
room.

        CHANGE IN AUGUST'S  REQUIRED EAS TEST
=========================================================

After much discussion, the Monthly, RMT, EAS test for August will be 
initiated on Friday August 30, 2002 instead of Saturday August 31.  
This is because of conflicts with Nebraska Football.

PLANNED NEW PROCEDURE FOR SCHEDULING   EAS-RMTs
    (Emergency Alert System - Required Monthly Tests)
=====================================================

August 9, 2002
To All: 

Several comments have been received concerning the semi-random
timing of the Required Monthly Test.  Reviewing the situation with
Bob Eastwood we feel that the best procedure is to follow FCC
Regulations and make the RMT totally random for any calender
month.  This will result in the best simulation of an actual incident 
and positively prove the readiness of our State system.

Broadcaster Guide. Has a large informational book and a video on the Alert
System. Good information, there is no charge.

Ennes Trust Awards Educational Scholarships 
Indianapolis - Jul 22, 2002 - The Ennes Educational Foundation Trust, an 
educational organization affiliated with the Society of Broadcast 
Engineers, has awarded three educational scholarships. The Ennes Trust 
awards scholarships each year to individuals who wish to further their 
broadcast engineering careers or aspire to a career in broadcast 
engineering. 

The recipient of the Harold E. Ennes Scholarship is Penny K. Hicks of 
Eatonville, WA. Hicks is a member of SBE and a sophomore at Bates 
Technical College in Tacoma, WA. She is working to fulfill her childhood 
goal to work in broadcasting, specifically as a broadcast engineer. 

Receiving the Robert D. Greenberg Scholarship is Phillip Vaughn of 
Cathedral City, CA. Vaughn is studying Electronics Technology Engineering 
with the Cleveland Institute of Electronics while working as a staff 
engineer at a local radio station. His goal is to become a video engineer. 

The recipient of the Ennes Youth Scholarship is Ian Dunbar-Hall of San 
Rafael, CA. This past June, Dunbar-Hall graduated from Marin Catholic High 
School in Kentfield, CA, and will enter the University of California, 
Santa Cruz in the fall, majoring in Broadcast Communications. 

The Ennes Educational Foundation Trust is a non-profit, charitable 
organization dedicated to the education of current and future broadcast 
engineers. It provides scholarships, offers workshops and supports other 
projects that meet the Trust objectives of training broadcast engineers as 
well as preparing a new generation for the field.

SIMULATED EAS TESTS ARE NOT ALLOWED  !!
=========================================================

A good example of what NOT to do -- San Diego TV station puts foot in 
mouth
(memo from San Diego EAS chairman)

On Friday, July 19th, one of the San Diego television stations ran a news
story about the Emergency Alert System.

During the story a "simulated" activation of the Emergency Alert System 
was
broadcast along with audible data bursts and a text crawl along the upper
third of the screen that would accompany an actual activation.

Broadcasting of simulated EAS data bursts, tones, messages etc. is
specifically forbidden under the FCC Rules and Regulations. Broadcast of a
simulated activation complete with data bursts can result in a Notice Of
Violation being issued by the Enforcement Division of the FCC resulting in
a monetary fine.

I would be very surprised if the station that broadcast the simulated EAS
activation doesn't hear from the FCC in the near future.

Do your facility a favor and don't follow their lead.
